It is estimated that between 5% and 6% of the plots are in a situation of non-payment, embargo, or occupation, which will make it difficult to collect the levies and transfer these huge costs to the rest of the owners, that is: over €500,000.

A Vote Without Real Representativeness
According to the official Minutes of the 2025 Assembly, only 77 people participated, representing 95 plots —that is, barely 22.14% of the Value Units. 💶 Who benefits from this €13.5 million work?
It benefits the City Council of Corbera de Llobregat, which after the reception of the urbanization will be able to substantially increase tax revenue. Likewise, it favors some neighbors in particular and, of course, the winning company, which will execute a multimillion-euro contract where transparency should be as solid as the concrete intended to be placed.
🏗️ What does Europe say? Are there real alternatives?
Yes. The European Directive (EU) 2024/3019 allows the use of individual systems when a collective collector implies an “excessive” cost. Urbanizations like Serra Alta, in Hostalets de Pierola, with a lower cost project, have already availed themselves of this directive and are processing more efficient and sustainable individual solutions.
